Mastery learning instructional plam for secondary students consists of curriculum split into monthly study units transacted through teacher led instruction followed by peer-tutoring, individual guidance and remediation until the mastery over study unit is achieved as demonstrated by a criterion referenced test. The students pace through the study units by demonstrating mastery on each unit. Quality of instruction is seen as 80X80 criterion in this instructional plan (Kishore , 2019).
