According to Kishore(2018), ill-grounded checklists and circulation of assorted unanalysed information have become harmful institutional habits. And, there a need to intervene, since this bad institutional habit harms the institution, functionaries and users equally. He suggests that a process-intervention be carried out collectively and periodically to make the institutions and functionaries dynamic.
