Kishore (1999), in his document circulated at the KVS Regional Principal’s Conference emphasised that quality in education needs to seen in terms of ‘what kind of education being subscribed and transacted’ to ensure learning and ‘criterion referenced education’ for achieving exellence’ through individual guidance and formative evaluation for leaving no learning gaps along with treating the administration as a support system for schools and students to perform.
