Kishore (1994) found that in the mainstream schools when curriculum is structured in the form of competency statements or minimum levels of learning (MLLs), the achievement scores become the quality measure of teaching. In a way, MLLs are the criterion referenced quality measures when linked to achievement scores of learners.
